This Recommended Practice (RP) document applies to Heavy Vehicle Event Data Recorders (HVEDR) for heavy-duty (HD) ground wheeled vehicles over 4545 kg (10 000 US pounds), commonly referred to as Class 3-8, which are intended to be compliant with current Federal Motor Vehicle Safety Standards (FMVSS) and/or Federal Motor Carrier Safety Regulations (FMCSR). In the context of the J2728 RP, the term heavy vehicle refers to motor vehicles equipped with one or both of the following vehicle communication networks: SAE J1708/J1587 or SAE J1939. This document is focused primarily on wheeled vehicles with standard on-board power supplies (e.g.,batteries). It is intended to address the needs of OEM original, OEM modified/additive, and aftermarket systems. It does not specifically exclude trailers and similar nonengine powered vehicles, even though the current lack of standardized methodologies and processes for inter-vehicular communication and power supply interconnections remain unresolved.

This SAE Recommended Practice is applicable to pneumatic Passenger Car “P” Type, Light Truck Metric, and Light Truck High Flotation tires, or similar tires approved by bodies other than Tire & Rim Association. The methodology is applicable within normal operating ranges of vertical load and inflation pressure, and for velocities between 115 km/h and 15 km/h (71 mph and 9 mph) during a relatively short duration event such as a coastdown. This procedure is applicable only to operation in the free-rolling mode at zero slip and camber angle for ambient temperatures between 20 °C and 28 °C (68 °F and 82 °F) and for surfaces with diameters of 1.2 m (48 in) diameter or greater. This SAE Recommended Practice presents a test procedure for determining the airborne sound insulation performance of materials and composite layers of materials commonly found in mobility, industrial and commercial products under conditions of representative size and sound incidence so as to allow better correlation with in-use sound insulator performance. The frequency range of interest is typically 100 to 8000 Hz 1/3 octave-band center frequencies. This test method is designed for testing flat samples with uniform cross section, although in some applications the methodology can be extended to evaluate formed parts, pass-throughs, or other assemblies to determine their acoustical properties. For non-flat parts or assemblies where transmitted sound varies strongly across the test sample surface, a more appropriate methodology would be ASTM E90 (with a reverberant receiving chamber) or ASTM E2249 (intensity method with an anechoic or hemi-anechoic receiving chamber).
